You need to clean your skin with a scrub,and use hot water to rinse it off.  Then you lather up, and shave in the direction of the hair growth, or across if not close enough.  Noting the skin problems you have told us try using a toner or astringent.   Then apply a moisturizer to protect your skin.  This should help you fight the breakouts.  I like Neutrogina for Men, because it is cheap and works well. </description>
